'The situation in Russia regarding the right to free access to information forms the subject of this report. Alongside the right to free dissemination of information and opinions, the right to free access to information is one of the main pillars of press freedom. Free access to information is clearly a precondition for exercising the right to free dissemination of information, since the media can only disseminate information and opinion based on it if they have first gained access to it. The report contrasts existing legal provisions regarding media access to information with the authorities' frequent practice of either refusing to provide information at all or providing it in a selective manner.'
