'Die Finanzwirtschaft Rußlands zeichnet sich durch zwei Besonderheiten aus. Zum einen handelt es sich um eine Föderation: Die Einnahmen- und Ausgabentätigkeit findet auf verschiedenen staatlichen Ebenen statt. Zum anderen erlebt Rußland eine Systemtransformation, die für die Finanzwirtschaft wiederum ganz spezifische Bedingungen schafft. Im folgenden wird unter besonderer Berücksichtigung der Transformationsaufgaben untersucht, wie die Aufgaben- und Einnahmekompetenzen in Rußland als Föderation verteilt sind. Dabei werden anhand der wichtigsten rußländischen Normativakte zunächst die formellen Institutionen analysiert. Sodann stellt sich die Frage, ob und wie diese Normen in der Praxis befolgt werden. Um hiervon einen Eindruck zu gewinnen, wurden offizielle rußländische Statistiken und Dokumente sowie die Presseberichterstattung ausgewertet. 'There are two specific characteristics to the budgetary functions in Russia. On the one hand, Russia is a federation: that is to say, revenue and expenditure functions are exercised on different levels of state. On the other hand, Russia is going through a period of systemic change that creates specific conditions under which budgetary functions take place. The following report analyses the way in which revenue end expenditure functions are assigned within the Russian Federation, with particular emphasis on the transformation functions. This is done by studying the formal institutions as they are defined by the most important Russian legal instruments. Then the question is raised, whether and how these norms are implemented. To this end, offical Russian statistics and documents are analysed as well as articles in the press. The comparison of formal institutions and reality leads to criticism of the Russian budgetary functions.' (author's abstract)... view less
