Politische Kultur der Tschechischen Republik und ihre Transformation

Abstract

'Der vorliegende Bericht ist eine Studie über die politische Kultur in der Tschechischen Republik und ihren Umbruch im wirtschaftlichen und politischen Transformationsprozeß. Zu diesem Thema liegen zwar zahlreiche Ergebnisse und sowohl länderspezifische als auch vergleichende Forschungen vor, die eine Vielzahl empirischer Daten und Informationen über politische Einstellungen und Verhaltensweisen der Bürger bieten, die meisten davon sind jedoch zu einseitig empirisch orientiert. Die Verfasser der vorliegenden Studie verbinden die Behandlung dieses Themas mit dem Versuch, Ergebnisse empirischer Untersuchungen in einen systematischen und historischen Kontext einzubinden. Sie versprechen sich davon, ein besseres Verständnis des Umgestaltungsprozesses in der Tschechischen Republik zu gewinnen, und dadurch auch einen Beitrag zur allgemeinen Theorie der politischen Transformation zu leisten. In der vorliegenden Studie wird die politische Kultur als Spannung zwischen der für die individuelle Orientierung im politischen System notwendigen 'politischen Ausrüstung' - Gebräuche, Kenntnisse, Einstellungen und Fertigkeiten -einerseits und den kulturellen Quellen des politischen Handelns andererseits dargestellt. Die politische Ausrüstung ändert sich mit dem politischen System. Die Quellen, die eine tiefere, sich sehr langsam entwickelnde Schicht der Entscheidungsgrundsätze bilden, dienen den Subjekten und sozialen Gruppen bei der Wahl der Mittel zur Erreichung ihrer Ziele. Als Quellen wurden vornehmlich die Befragungsergebnisse des Instituts für öffentliche Meinung herangezogen, das kontinuierlich die politischen Meinungen und Einstellungen zu aktuellen Themen untersuchte. Genauso wichtig für diese Arbeit waren jedoch sowohl andere soziologischen Untersuchungen, die sich mit der politischen Transformation befassen, als auch historische Studien und Diskussionsbeiträge der letzten Jahre. Ergänzend hatten Resultate der vergleichenden internationalen Untersuchung zum Wertesystem und -wandel aus dem Jahre 1991 große Bedeutung.' (Autorenreferat)

'The present report is a study on the political culture in the Czech Republic and its radical change in the course of the economic and political transformation process. Though numerous works and findings of both specifically Czech and comparative research are available on this topic and afford a wealth of empirical data and information on the political views and behaviour patterns of the Czech citizenry, most of these are too unilaterally empirically orientated. The authors of the present study combine treatmant of this topic with an attempt to integrate the findings of empirical research into a systematic and historical context. In this way, they hope to arrive at a better understanding of the restructuring process in the Czech Republic and thus also make a contribution to a universal theory of political transformation. In the present study, political culture is presented as the dynamic relationsship between, on the one hand, the 'political equipment' - customs, knowledge, attitudes and skills - which the individual needs to find his own orientation within the political system and, on the other, the cultural origins of political activity. The political equipment changes with the political system. The origins, which form a deeper, more much slowly evolving layer of decision-making principles, serve the individuals and social groups in their choice of the means with to achive their objectives. The study draws largely upon the results of polls carried out by the Institute of Public Opinion, which has been studying political views and attitudes to topical issues on an ongoing basis. Of just as much importance to the present work, however, were other sociological studies dealing with the phenomenon of political transformation and also historical studies and debates in recent years. The findings of the 1991 comparative international study on changing systems of values were another major input.' (author's abstract)
