'Die kriegerischen Auseinandersetzungen des Jahres 1992 auf dem Territorium der Republik Moldova, der ehemaligen Moldauischen Sozialistischen Sowjetrepublik, die Probleme im Zusammenhang mit der dort stationierten 14. russischen Armee und ihrem inzwischen abgelösten kommandierenden General Alexander Lebed haben die Aufmerksamkeit der internationalen Öffentlichkeit auf dieses kleine Land im westlichen Vorfeld der ehemaligen Sowjetunion gelenkt. Im Spannungsfeld zwischen Rußland, Rumänien und der Ukraine kommt der kleinen Republik Moldova - Bevölkerung 4,5 Millionen Einwohner, davon 64,5 Prozent Rumänen, 13,8 Prozent Ukrainer, 13 Prozent Russen - eine wichtige Rolle zu. Der vorliegende Bericht zeichnet die historischen Prämissen und die Entwicklungslinien der Beziehungen zwischen Moldova, dem rumänischen Mutterland Rumänien, dem Nachbarn Ukraine und Rußland auf. Das Vorgehen Moskaus gegenüber Moldova erweist sich dabei als ein Präzedenz- und Testfall für eine Politik, die darauf hinzielt, das imperiale sowjetische Herrschaftsmodell durch ein neues, flexibleres Konzept der Hegenomie Rußlands in seinem 'nahen Ausland' zu ersetzen. Die Untersuchung stützt sich auf offizielle Verlautbarungen der politischen Akteure in den betreffenden Staaten sowie auf Presse- und Forschungsberichte moldauischer, rumänischer, russischer und westlicher Autoren. Während eines zehntägigen Aufenthalts als KSZE-Beobachterin der Parlamentswahlen in Moldova führte die Verfasserin im Februar 1994 Gespräche mit Politikern, Wissenschaftlern und Journalisten aus Moldova und - zu wiederholten Malen - mit Politikern und Publizisten aus Rumänien.' 'Violent conflicts in 1992 within the territory of the Republic of Moldavia, the former Moldavian Sovjet Socialist Republic, problems related to the 14th Russian Army stationed there and the controversy surrounding General Alexander Lebed - who has since been removed - have all drawn international attention to this small country on the western borders of the former Soviet Union. Situated at the volatile crossroads between Russia, Rumania and Ukraine, the small Republic of Moldavia - population 4.5 million, of which 54.5 per cent are Rumanians, 13.8 per cent are Ukrainians and 13 per cent are Russians - has a vital role to play. The present report describes the historical background and the development of relations between Moldavia, the Rumanian motherland of Rumania, and the neighbours Ukraine and Russia. Moscow's actions towards Moldavia serve as a precedent and test case for a policy that aims to replace the imperial model for Soviet rule by a new, more flexible concept of Russian hegemony in its 'near abroad'. The study is based on official statements delivered by policy-makers in the respective countries as well as on press releases and research reports written by Moldavian, Rumanian, Russian and western authors. During a ten-day visit as a CSCE observer of the parliamentary elections in Moldavia in February 1994, the author of the present report conducted interviews with politicians, academics and journalists from Moldavia and has - on repeated occasions - spoken with politicians and media representatives from Rumania.'
