Politische Eliten in der Ex-Tschechoslowakei: T. 1

Abstract

'Der vorliegende zweiteilige Bericht ist eine Studie über die politischen Eliten in der Tschechoslowakei, die vor allem die kommunistische Nomenklatura-Elite und die Formierung der neuen tschechischen und slowakischen Eliten nach dem Zusammenbruch des Kommunismus 1989 untersucht. Die Beschaffenheit und Rekrutierung der neuen Führungsschicht, die sie prägenden historischen und neuen Faktoren, stehen in engem Zusammenhang mit den Transformationsprozessen. Die politische Elite gestaltete nicht nur Verlauf und Tempo des Übergangs, sondern auch seine Ausrichtung und beeinflußte dadurch maßgeblich den gesamten Systemumbau der Tschechoslowakei bzw. prägt gegenwärtig seine Fortentwicklung in der Tschechischen und Slowakischen Republik. In diesem Zusammenhang bietet die Untersuchung auch einen gewissen chronologischen Überblick über den Verlauf der politischen Transformation. Da der Zerfall des tschechoslowakischen Staates von der Autorin als eine - obwohl nicht unabdingbare - Folge der gewaltigen, radikalen Umgestaltung des politischen und wirtschaftlichen Systems und der gesamten Gesellschaft betrachtet wird, zu dem mehr oder weniger beide politischen Eliten beigetragen haben, wird in dieser Untersuchung auch auf die tschechisch-slowakischen Beziehungen und die Entstehung der Krise explizit eingegangen. 'The present two-part report is a study on the political elites in Czechoslovakia which deals especially with the communist nomenklatura elite and the emergence of the new Czech and Slovak elites following the collapse of communism in 1989. The characteristics and the recruitment of the new leadership elite, the historical and the new factors that have been shaping it are all closely linked with the ongoing transformation processes. The political elite has determined not only the sequence and pace of the transition but also its direction and has thus significantly influenced the entire reconstruction of the political, economic and social system in Czechoslovakia. Currently it is shaping the further evolution of that system in the Czech and the Slovak Republics. In this context, the report also gives a certain chronological overview of the sequence of the political transformation. Since the disintegration of the Czechoslovak state is seen by the author as a consequence - albeit not an inevitable one - of the forceful and radical restructuring of the political and economic system and, indeed, of society as a whole, a process to which both political elites contributed to a greater or lesser extent, the present study explicitly examines Czech-Slovak relations and the origins of the crisis.
