'The systemic transformation does not only lead to a break in the development of economic institutions and structures but also to a far-reaching chance in the social structure of the reform staats. Within just a few years large portions of the productive capital are being redistributed among the members of society. This is happening without much of a possibility of taking recourse to the distribution of wealth that had existed before the communists seized power. During this process the individual is confronted with unique economic chances for entrepreneurial activity. The extent to which these chances are taken advantage it will have a decisive influence on the individual's future financial circumstances and his or her life's income. Privatization and the foundation of enterprises lead to the anew developemnt of a large social class of capital owners and entrepreneurs, which has a decisive influence on the success of the economic restructurization process. This report deals with the question, in which ways the ascent of the new entrepreneurs take place and from which sections of society they are recruited. As there are no appropriate official statistics available concerning these questions, the analysis is based on the evaluation of company surveys and other secondary sources.'
