'Die vorliegende Studie untersucht aus kulturgeographischer Perspektive die historischen Wurzeln und räumlichen Voraussetzungen von Desintegrationsrisiken im heutigen Rußland. Dabei wird 'Desintegration' in einem weiteren Sinn als Summe unterschiedlicher Zentrifugalprozesse behandelt, die die staatliche Einheit des Landes untergraben und zur politischen oder Wirtschaftlichen Absonderung von Regionen beitragen können. Dagegen wird unter 'Separatismus' die höchste Desintegrationsstufe verstanden, die direkte Konfrontation zwischen dem Staat und einzelnen Regionen, die auf eine rechtliche und politische Sezession hinauslaufen kann. Anschließend werden die Faktoren untersucht; die Desintegrationsprozesse beschleunigen oder hemmen können. Abschließend wird die 'neue Regionalstrategie' skizziert, die seit 1993 auf der Agenda der Regierung Rußlands steht. Dabei geht es um den Gesamtkomplex der Politik des föderalen Zentrums gegenüber den Regionen; d.h. die gesamtstaatliche Regelung der wirtschaftlichen, sozialen, kulturellen und politischen Entwicklung in räumlicher Perspektive. Die Studie schließt sich an Vorarbeiten des Verfassers an und bezieht neuere theoretische Beiträge zur hier interessierenden Problematik ein, wobei Arbeiten von Wissenschaftlern Rußlands im Vordergrund stehen. Nach Überzeugung des Autors werden die Beziehungen zwischen Zentrum und Regionen mittel- und langfristig von erheblicher Bedeutung und dafür ein 'Krisenmanagement' wie gegenwärtig in Tschetschenien völlig ungeeignet sein.' 'The present study examines, from a culture-geographical perspective, the historical roots of and the regional/ territorial conditions conducive to disintegration risks in Russia today. In this context, 'disintegration' is seen in a broader sense, as the sum of various centrifugal processes that are undermining the country's identity as a unitary state and may contribute to the political or economic dissociation of certain regions. By contrast, 'separatism' is understood as the highest stage an the disintegration scale, as a direct confrontation between the state and individual regions, which may culminate in political and de jure secession. The study goes an to investigate the factors that can accelerate or retard disintegration processes. It concludes by outlining the 'new regional strategy' which has been an the Russian government's agenda since 1993. This is concerned with the overall complex of the federal centre's policies towards the regions, i.e. how the economic, social, cultural and political development of the country as a whole is pursued from a domestic geography perspective. The study follows an from previous works by the author and incorporates recent theory contributions an the problem complex of interest here, with a focus an works by Russian scholars. In the author's convinced opinion, relations between the centre and the regions are going to acquire considerable significance in the medium to long term, and a 'crisis management' approach such as that currently being taken in Chechnya will be highly unsuitable for sustaining good mutual relations.'
