"Ausgelöst durch veränderte Finanzierungsbedingungen stehen verfasste Kirchen und deren Wohlfahrtsverbände in einem grundlegenden Veränderungsprozess, der sie in unterschiedlicher Weise erfasst. Die bestehenden Regelungssysteme des kircheneigenen Dritten. Weges sind auf die daraus folgenden neuen Anforderungen nicht vorbereitet. Sie reagieren planlos, zufällig und unkoordiniert mit der Folge einer Zersplitterung des Arbeitsrechts. Konkret stellt sich die Frage einer Abkopplung von der Orientierung am öffentlichen Dienst. Um hier nicht in eine Lohnkonkurrenz zu kommen, ist die Entwicklung einer neuen ‘Leitwährung’ nötig. Das kann aber nicht mit Arbeitsrechtlichen Kommissionen geschehen, da diese keinen Interessenausgleich organisieren können. In ihren sozialethischen Aussagen haben die Kirchen Maßstäbe für interessenausgleichende Verfahren entwickelt, deren Anwendung für den eigenen Bereich sie jedoch ablehnen. Damit sind Legitimationsprobleme verbunden und Ergebnisse, die im Widerspruch zur eigenen Ethik stehen. Ändert sich nichts, wird diakonische Arbeit in undiakonischen Verhältnissen von der Ausnahme zur Regel." (Autorenreferat)... view less

"Driven by worsening financial circumstances, the churches and their welfare organisations are themselves in the middle of a process of fundamental change, which affects them in different ways. The existing employee management systems within the churches („third way“) are ill-prepared to overcome the new challenges. They react in an unplanned , uncoordinated and ad hoc manner thus causing a fragmentation of employment rights. In practice, they are calling into question the links with public sector employment conditions. New pay principles are needed in order to avoid the threat of wage competition. But this is not possible with the existing system of special commissions because they are unable to reconcile conflicting interests. The churches have developed ethical principles for the employment field, but they refuse to apply them in their own sphere. This causes problems of legitimisation and brings the churches into conflict with their own ethical principles. If nothing changes, then the social welfare work in unsocial conditions will become the norm." (author's abstract)... view less
