"Dem Vergleich der Funktionsfähigkeit deutscher und französischer
betrieblicher Intressenvertretungen liegt die Empirie von 29
Betriebsbegehungen im bi-nationalen Team in den beiden Ländern zugrunde.
Die Ausgangshypothese einer vollen funktionalen Äqivalenz der Systeme
bezüglich ihrer Effizienz in den Vertretungsleistungen wurde durch die
Empirie differenziert. Als besonders wichtige Unterschiede ergaben sich
für Frankreich eine ausgeprägte Betriebszentrierung der überkomplexen
Vertretungsstruktur bei immer noch zunehmenden Legitimationsproblemen der
Gewerkschaften; für Deutschland eine demgegenüber zwar relativ gute überund
außerbetriebliche Vernetzung der Interessenvertretung, verbunden
allerdings mit einem Überschuß an Repräsentanz und einem Mangel an
direkten Partizipationschancen der Beschäftigten. Dieses Ergebnis wurde
aus der Analyse folgender Untersuchungsfelder gewonnen: Institutionen der
Interessenvertretung; Alltagspraxis der Vertretungsarbeit; betriebliche
Vertretung im Gesamtsystem der industriellen Beziehungen; Betrieb als
Herrschaftsort; Konfrontation-Beteiligung-Mitbestimmung im binationalen
Vergleich; betriebliche Rationalisierung und Weiterentwicklung der

"This comparison of the efficiency of German and French workers'
representation systems is based on the empiric results of 29 plant visits
in both countries by a bi-national team. The initial hypothesis of a
total functional equivalency of the two systems with respect to their
effective performance has been differentiated by this research.
Substantial differences could be shown for France in the distinctive
plant level centralization of the more than complex representation
structures, while, at the same time, there exist still growing problems
of legitimacy for the trade unions. For Germany there certainly has been
found a relatively well established network of external organizations or
holding companies for the representation of the trade unions combined,
however, with a surplus of institutionalization and a lack of chance for
direct participation by the workforce. These results have been extracted
from the analysis of the following fields of research: institutions of
workers' representatives; the everyday work of the works councils;
workers' representatives within the total system of industrial relations;
the enterprise as a place of authority; confrontation - participation -
co-determination in a bi-national comparison; rationalization within the
enterprises and further development of industrial relations." (author's abstract)... view less
