"Dieser Beitrag geht der Frage nach, wie die europäische Wirtschafts- und Sozialverfassung im Spannungsverhältnis von Markt- und Währungsintegration auf der einen und arbeits- und sozialpolitischer Regulierung auf der anderen Seite ausgestaltet wurde. In Bezug auf die Arbeits- und Sozialpolitik wird zwischen einem 'abfallenden', mittlerweile erschöpften Zyklus im Anschluss an das EG-Binnenmarkt-Programm und einem 'aufsteigenden' Zyklus unterschieden, der mit Blick auf die WWU auch die nationale Tarif-, Arbeits- und Sozialpolitik in einen europäischen Kontext stellt. Die Koordination, nicht Vergemeinschaftung, dieser Politikfelder stützt sich auf spezifische, allerdings eher schwache, institutionelle und regulative Arrangements und Kompromissstrukturen. Diese könnten aufgrund des hohen Wettbewerbs- und Anpassungsdrucks, der durch die Stabilisierung der WWU und den Übergang zu einer wissensbasierten und finanzmarktgetriebenen europäischen Ökonomie stimuliert wird, schon bald brüchig werden." "This essay asks how the European economic and social constitution was shaped between the two poles of market and monetary integration on the one hand and labour and social policy regulation on the other. With respect to labour and social policy the article contrasts a 'descending', and since exhausted, cycle which followed the Single Market programme and a 'rising' cycle by which EMU brings national collective bargaining as well as labour and social policy into a European context. Co-ordination, instead of common regulation, of these policy areas is based on specific, but rather weak institutional and regulatory arrangements and bargaining structures. They could soon become weakened as a result of high pressures of competition and adaptation stimulated by the stabilisation of EMU and the transition towards a knowledge-based and finance-led European economy."
