"The aim of this paper is to explore to what extent German mass media can be seen as political actors in the conflict about co-determination. For this purpose, a content analysis was performed using the coverage of supervisory board co-determination between 1998 and 2007 in the national daily newspapers 'Frankfurter Allgemeine Zeitung', 'Süddeutsche Zeitung' and 'tageszeitung'. Three discourse dimensions were considered: agenda-setting, the standing of political actors and framing. The results indicate that German mass media do play an active part shaping the discourse on co-determination. While agenda-setting seems to reflect mainly general news values, differences between the newspapers analyzed with respect to both the standing of various actors and their dominant frames of analysis can be attributed mainly to the papers' different political positions."
