Der demographische Wandel wird die einzelnen Bereiche des Bildungswesens zeitversetzt erfassen. Während sich das Schulwesen im Primarbereich und dem Sekundarbereich I bereits auf die rückläufige Nachfrage einstellen muss, wird die Trendwende im Sekundarbereich II spätestens 2008 - in den neuen Bundesländern sogar früher - kommen. Die Zukunft der einzelnen Bildungsbereiche wird jedoch nicht ausschließlich durch die Entwicklung der Bevölkerung in den betreffenden Jahrgangsstufen gesteuert. Nach der Pflichtschulzeit spielen nichtdemographische Faktoren wie das Bildungsverhalten, politische Rahmenbedingungen und daraus abgeleitete Strategien der Bundesländer, die wirtschaftliche Situation und das Angebot an freiwilligen (Weiter-)Bildungsmöglichkeiten eine zunehmende Rolle. Besonders gravierend werden die räumlichen Auswirkungen des demographischen Wandels im Bereich des Schulwesens sein. Die Kleinteiligkeit der Infrastrukturausstattung, die vergleichsweise kleinen Einzugsbereiche und die direkte Abhängigkeit vom Bevölkerungspotenzial am Wohnort legen dies nahe. Andere Voraussetzungen liegen im Bereich des tertiären Bildungsbereichs vor, denn in den Hochschulen wird der Nachfragerückgang nicht vor 2009 erwartet. Das Weiterbildungswesen wird durch die demographische Alterung der Erwerbstätigen einen zunehmenden Stellenwert bekommen. Es gilt durch geeignete berufliche Weiterbildungsmaßnahmen das Erfahrungswissen Älterer nutzbar zu machen und Jüngeren eine Weiterbildung zum Erwerb eine Grundqualifikation zu ermöglichen.... view less

Changes in demographics will affect the various parts of the education system progressively
over a period of time. Whereas the primary and lower-secondary (10-16 years) sectors are
already today having to adapt to falling school rolls, the higher-secondary sector (16-19) will
not be affected by this development until 2008 at the latest (though somewhat earlier in the
states of East Germany). However, the future of the various sectors within the education
system is not determined solely by population development within the respective age groups.
After the end of compulsory education, increasing importance now has to be attached to
such non-demographic factors as attitudes towards education, the political context and the
education strategies which develop out of this in the individual federal states (where in
Germany responsibility for education rests), the state of the economy and the range of
options available for voluntary further education.
The spatial effects of demographic change will hit the school system particularly severely.
This is a direct effect of the infrastructure being created to meet local needs, i.e. to serve
relatively small catchment areas. This leaves schools particularly exposed to shifts in the
population potential locally. The situation is rather different in the tertiary sector with a fall in
demand for university places not expected before 2009. The further education sector will
gain in importance with the demographic ageing of the workforce. The challenge will be to
put in place measures for vocational training capable of making the experience acquired by
older employees accessible to their successors, and to make it possible for young people to
gain basic vocational qualifications.... view less
