The article discusses the degree of equalization and the incentive effects of the German
Financial Equalization of the Laender (Länderfinanzausgleich). It turns out that - contrary to
the commonly perceived prejudice - spatially quite relevant differences can be established
in the actual distribution of the tax revenues and allocation, i.e. in the original financing
potential of the Laender. Over and above that, the excess of tax revenue of the individual
Laender is different. As far as that goes, considerable spatial differences are also visible here.
The actual decision behaviour of Laender Governments is however less influenced by potential
additional revenue than would be necessary for an empirical relevance of the incentive
hypothesis (Anreizhypothese). Besides, the Laenderfinanzausgleich is and will remain an
essential part of the transfer systems for the new German Laender, so that the function of
distribution policy will be of great importance in the foreseeable future.... view less
