Mit Einführung des Planning and Compulsary Purchase Act (2004) wurde das englische Planungssystem stärker auf strategische Raumentwicklung ausgerichtet. Davon macht in besonderer Weise die Greater London Authority Gebrauch, deren direkt gewählte Mayors in den Strategischen Entwicklungsplänen sowohl ihre Regierungserklärung als auch ein Steuerungsinstrument gegenüber den 32 (selbstständigen) boroughs sehen.
Das Besondere an der Londoner Strategischen Planung sind: die Zielsteuerung über operationalisierte Kriterien für projektbezogene Entscheidungen; die hohe Bedeutung, die den Aushandlungsprozessen in der Planumsetzung beigemessen wird; die neuen Formen der regional governance, die korporatistisch ausgerichtet sind, aber einer starken Öffentlichkeitskontrolle unterliegen und von Planungsinspektoren im Ergebnis überprüft werden können; der enge institutionelle Bezug zur regionalen Wirtschaftsentwicklung über die Londoner Entwicklungsagentur (London Development Agency).... view less

The introduction of the Planning and Compulsory Purchase Act in 2004 meant that the
English planning system became more strongly oriented towards strategic spatial development.
The Greater London Authority made particular use of this, with its directly elected
mayors seeing the strategic development plans both as possible governmental statements
and as management instruments to strengthen their position vis-à-vis the 32 (independent)
boroughs. Strategic planning in London is distinguished by: goal-oriented management
that uses operationalised criteria for project-related decisions; the great importance given
to the negotiation processes that form part of plan implementation; new forms of regional
governance that have a corporatist orientation but are subject to strong public control with
results being liable to monitoring by planning inspectors; and the close institutional tie to
regional economic development through the London Development Agency.... view less
