Anfang 2007 wurde in Dänemark die landesweit etablierte Regionalplanung im Zuge einer tiefgreifenden Verwaltungs- und Gebietsreform abgeschafft. Die Steuerung der Raumnutzung haben die Kommunalpläne der 98 deutlich vergrößerten Kommunen übernommen. Die fünf neuen Regionen müssen seitdem Regionale Entwicklungspläne mit einem vorrangig strategischen Charakter aufstellen. Sie sollen Perspektiven der Entwicklung und Möglichkeiten zum gebündelten Kräfteeinsatz aufzeigen und ein Leitbild der Regionalentwicklung vermitteln. Aus der dänischen Entwicklung, die auch als Kritik an den bisherigen Regionalplänen zu sehen ist, lässt sich für die deutsche Diskussion die Empfehlung ableiten, Regionalpläne um Zukunftsvisionen und die Darstellung strategischer Handlungsfelder zu ergänzen, um Orientierung in einem immer komplexer werdenden globalisierten Umfeld zu bieten.... view less

At the beginning of 2007 far-reaching administrative and district reforms in Denmark
involved the abolishment of the established form of countrywide regional planning. The
municipal plans of the 98 significantly enlarged municipalities took over the management
of land use. Since the reforms, five new regions have had the task of producing regional
development plans of a principally strategic character. These are to indicate development
perspectives, possibilities for working together so as to bundle strengths, and guiding principles
of regional development. These developments in Denmark can be seen as a critique
of past regional plans. With reference to German discussions, the recommendation seems
to be to supplement regional plans with visions for the future and indications of strategic
fields of action, so as to offer orientation in an increasingly complex globalised context.... view less
