"Dieser Artikel untersucht, welchen Beitrag regionale Kooperationen zur Sicherung der Daseinsvorsorge in ländlichen Räumen leisten können. Die theoretischen Grundlagen bieten der akteurzentrierte Institutionalismus sowie die Diskussionen zu regionaler Kooperation und Governance. Die empirische Basis des Beitrages sind fünf Fallstudien in peripheren ländlichen Regionen. Im Ergebnis zeigt sich, dass Kooperationen bei der Einwerbung von Fördermitteln, dem Erfahrungsaustausch sowie der Erstellung von Analysen und Konzepten relevant sind. Projekte werden allerdings überwiegend einseitig entwickelt und umgesetzt. Regionale Kooperation hat vor allem dann eine Chance, wenn deutliche Kostenvorteile bestehen. Eine verordnete Kooperation durch kommunale Gebietsreformen löst die beschriebenen Probleme nicht, da die Einspareffekte bezweifelt werden und die Konflikte in den politischen Gremien fortbestehen. Die kritische Einschätzung regionaler Kooperation zur Sicherung der Daseinsvorsorge scheint auch auf Stadtregionen übertragbar." (Autorenreferat)... view less
"This article deals with the question to what extent regional cooperation can contribute to sustain the provision of services of general interest in rural areas. "This article deals with the question to what extent regional cooperation can contribute to sustain the provision of services of general interest in rural areas. Actor-centred institutionalism and a discussion about regional cooperation and governance build the theoretical framework of the analysis. The article presents empirical evidences from five case studies in peripheral rural regions. As a result, regional actors engage in cooperation most notably to acquire funding, to exchange experiences, to prepare concepts and to conduct analyses. They develop and implement their projects, however, predominantly unilateral. The opportunity for cooperation emerges if collaborators benefit from considerable cost advantages. Local government reforms as a dictated form of cooperation cannot solve the characterised problems because the intended savings are disputable and local conflicts persist in the new political bodies. The slight potentials of regional cooperation for sustaining services of general interest seem to be transferable to agglomerations." (author's abstract)... view less
