Soziale Arbeit im Post-Wohlfahrtsstaat - Bewahrer oder Totengräber des Rehabilitationsideals?

Abstract

"Der Artikel setzt sich mit dem Phänomen auseinander, dass die 'wohlfahrtstaatliche' Institution Soziale Arbeit im Kontext einer 'post-wohlfahrtstaatlichen' Neugestaltung des Feldes der Kriminalitätskontrolle keinesfalls substanziell an Bedeutung verloren hat. Soziale Arbeit lässt sich dabei - so die These - weder einfach als wohlfahrtsstaatliches Relikt verstehen, dass einer von der Idee des Sozialen abgewandten Entwicklung zu trotzen vermag, noch hat Soziale Arbeit ihre rehabilitative Orientierung und Funktion als 'people-changing' Agentur aufgegeben. Die Dynamiken im Feld der Kriminalitätskontrolle sind komplexer, als die Debatten um ein post-soziales punitives Risikomanagement oft nahe legen: Soziale Arbeit lässt sich dabei weniger als Antipode sondern vielmehr als produktiver Träger der gegenwärtigen Umgestaltungen des wohlfahrts- und kriminalstaatlichen Arrangements verstehen." "The issue of this paper is the phenomenon that despite a 'post-social' refiguration of the field of crime control, the significance of the ‘welfarist’ institution of Social Work is not substantially declining. Social Work does not constitute a welfarist antagonism resisting a shift away from the idea of ‘the Social’, nor does Social Work forfeit its rehabilitative ‘people changing’ orientation and function. Rather the dynamics of the field of crime control seem to be more complex than the debates on a development towards a post-social punitive risk-management imply. Against this background Social Work can be understood as a productive agency rather than antipode of current re-arrangements in the public governance of welfare and crime control." (author's abstract)
