The author explores the question as to how those people who are particularly at risk on the labour market both experience and cope with the threat of poverty and social exclusion, and also what infl uence is exerted in this context by the living conditions in neighbourhoods characterised by above-average levels of unemployment and poverty. As revealed in the results from empirical studies in two areas in Hamburg, the relationships between experiences of exclusion and poverty, on the one hand, and the area in which people live are much more complex than is suggested by the “neighbourhood-type-effect” thesis (roughly: inner-city areas with a functional mix provide better opportunities for coping with the situation of poverty and social exclusion than large-scale, monofunctional housing developments). What becomes clear in this paper is that different types of neighbourhood may be either supportive or detrimental with regard to living conditions for different populations of the poor; this in turn explains the concentration processes of different populations of the poor.... view less
