Das neue Fachkonzept berufsvorbereitender Bildungsmaßnahmen der BA in der Praxis: Ergebnisse aus der Begleitforschung BvB

Abstract

"Der vorliegende Forschungsbericht präsentiert Befunde aus der Begleitforschung zu berufsvorbereitenden Bildungsmaßnahmen (BvB) der Bundesagentur für Arbeit 2006/2007. Sie zielen zum einen darauf, der BA empirische Informationen zur konkreten Umsetzung des 2004 neu eingeführten 'Neuen Fachkonzepts BvB' (NFK) zu liefern. Zum zweiten wollen sie den Einfluss von Trägercharakteristika und Maßnahmekomposition auf das Maßnahmeergebnis (insbesondere die Übergänge in betriebliche Ausbildung) sowie den Stellenwert von Kernelementen des NFK wie Qualifizierungsbausteine und Praktika für die Übergänge in Ausbildung analysieren. Neben der Deskription von Strukturmerkmalen der Bildungsträger, der Maßnahmekomposition und der konkreten Umsetzung des Konzepts durch die Bildungsträger werden Befunde zu wesentlichen Einflussgrößen auf das Maßnahmeergebnis präsentiert: Mit steigendem Anteil an Teilnehmern ohne Schulabschluss in der Maßnahme, an Jugendlichen aus dem Rechtskreis SGBII ebenso wie jenem an Abbrechern reduziert sich der Anteil an Übergängen in betriebliche Ausbildung. Einen ebenfalls negativen Effekt haben steigende Teilnehmerzahlen pro Maßnahme. Positive Wirkungen sind hingegen mit einem steigenden Anteil an Teilnehmern mit überdurchschnittlichen Praktikumsdauern sowie an marktbenachteiligten Jugendlichen in der Maßnahme verbunden. Eine hohe Betreuungsqualität sowie die Durchführung der Maßnahme in einer Bietergemeinschaft beeinflussen das Maßnahmeergebnis mittelbar durch eine Verringerung der Abbruchquote. Während betriebliche Praktika bei überdurchschnittlicher Dauer einen positiven Effekt auf den Übergang in betriebliche Ausbildung haben, lässt sich ein solcher für Qualifizierungsbausteine nicht nachweisen." "The current report presents findings from the research accompanying the vocational preparation schemes (BvB) of the Federal Employment Agency (BA) 2006/2007. Firstly, the aim was to provide the BA with empirical information on how the 'new BvB concept' (NFK), introduced in 2004, was concretely implemented. Secondly, it was to analyze the influence of the characteristics of the training providers and the composition of the measures on the results (in particular, on transitions into apprenticeship) as well as the importance of core elements of the NFK for transitions into training, such as qualification modules and internships. In addition to a description of the structural features of the training providers, of the composition of measures and of the concrete implementation of the concept by these training providers, findings on variables that influence the results of the measures are presented: with an increasing share of participants in the measures without a school leaving certificate, from the sphere of SGBII (Social Code II) and of drop-outs the share of transitions into apprenticeship declines. A similarly negative effect is also observed when the number of participants pro measure increases. On the other hand, positive effects result from an increasing share of participants with internships that are longer than average, as well as of young persons disadvantaged on the job market. A high quality of support as well as the joint implementation of a measure by several training providers has an indirect influence on the results of the measures by decreasing the dropout rate. While in-house internships of above-average length have a positive effect on transition into apprenticeship, such an effect cannot be ascertained for qualification modules." (author's abstract)
