Infolge des Strukturwandels kommt es zu Veränderungen innerhalb des räumlichen Gefüges der Städte und Regionen. Einst führende Zentren können dabei an Dynamik verlieren, andere erstarken. Aber auch innerhalb von Städten und Regionen kommt es zu differenzierten Entwicklungen. Problemgebiete können eine regionale, eine städtische und teilstädtische Ebene betreffen. Das Raumordnungsgesetz, das Bund-Länder-Programm "Soziale Stadt" wie die Programme "Stadtumbau-Ost" und "Stadtumbau-West" geben Anstöße und fördern eine städtebauliche Entwicklung. Die Auseinandersetzung mit Problemgebieten wird hier auf mehrere Teilbereiche fokussiert: die Rolle und Instrumente der Planung, Fragen des Images und der Identität wie auch flexibles Handeln im Rahmen von Zwischennutzungen. Structural change leads to changes in the spatial structure of cities and regions. Once leading centres can lose their former dynamism while others are strengthened. At the same time, development can proceed in different ways even within cities and regions. Areas in difficulty can have an impact at the regional, city or district level. The German Spatial Planning Act, the national-regional partnership programme, Soziale Stadt (Social City) and the Stadtumbau-Ost and Stadtumbau-West (urban restructuring in eastern and western Germany) programmes stimulate and encourage urban development. Various aspects of the challenges of areas in difficulty are examined here: the role and tools of planning, issues of image and identity and flexible approaches in the context of interim use.
