Räumliche Konsequenzen des demographischen Wandels: T. 7, Konsequenzen aus der demographischen Entwicklung für Regionen in Nordwestdeutschland

Abstract

In drei strukturschwachen Kreisen Nordwestdeutschlands – Dithmarschen, Goslar und Lüchow-Dannenberg – werden die demographischen Veränderungen in ihren Auswirkungen auf den Tourismus, die Bildung und die Mobilität analysiert. Auf diesem Hintergrund werden für die regionalen Akteure Handlungsempfehlungen entwickelt. Die Empfehlungen, die den Vertretern der Kreise vorgestellt und von diesen zustimmend zur Kenntnis genommen worden sind, betonen die Notwendigkeit einer tragfähigen Zentrale-Orte-Struktur als Gerüst öffentlicher und privater Einrichtungen der Daseinsvorsorge, die Notwendigkeit interkommunaler und intersektoraler Kooperation zur Sicherung finanzierbarer leistungsfähiger Angebote und die Notwendigkeit überregionaler Partnerschaften von starken und schwachen Teilräumen. Die Empfehlungen verstehen sich auch als Beitrag in der aktuellen Diskussion um die Neubestimmung gleichwertiger Lebensverhältnisse.

This study focuses on the effects of demographic change on tourism, education and mobility in three counties of north-western Germany marked by weak economic structures – Dithmarschen, Goslar and Lüchow-Dannenberg. Against this background, recommendations for action are developed for the various players active at the regional level. These recommendations, which have already been presented to – and gained the approval of – representatives of the respective counties, stress, firstly, the need for a sustainable urban-development structure based on the central-places concept as the backbone for both private- and public-sector services infrastructure. They also underline the need for both inter-municipal and cross-sectoral co-operation in order to ensure that the services on offer are both viable financially and efficiently delivered; and finally, they emphasise the need for supra-regional partnerships bringing together both economically weak and more vibrant regions. These recommendations, too, are presented as a contribution to the current discussion on redefining what is to be understood by the concept of establishing "comparable living conditions" throughout the country.
