'The starting point of this article is the distinction between discourses of local crime prevention and its institutionalisation as multi-agency partnership. The analyses of discourses of crime preventions shows that the idea of local crime prevention is underdetermined with regard to the organisation of concrete policies. Rather it is an abstract value-loaded idea of community security, which only could function as general frame for the construction of urban social problems. For this reason the institutionalisation as multi-agency partnership without clear powers and responsibilities is problematic, in so far as the decisions and the development of a collective identity follows the garbage can model of organisations and depend largely on change. The article concludes that the importance of multi-agency partnerships on crime prevention is rather symbolic and one of the central functions is the creation of social capital within the administration.'
