'Die statistische Normalität wurde bereits im 19. Jahrhundert insbesondere in der französischen Soziologie thematisiert. Gleichwohl hat das Fach die Frage des Normalen bislang vernachlässigt. Der Beitrag stellt die diskurstheoretisch inspirierte Theorie des 'Normalismus' (Link) vor und versucht, die statistische Normalität als eigenständige soziologische Kategorie zu fassen. Ausgehend von der These, daß Normalität nicht mit Normativität gleichgesetzt werden kann, sondern das Ergebnis normalistischer Diskurse und operativer Verfahren darstellt, werden zwei Strategien unterschieden: der Protononnalismus und der flexible Normalismus. Anschließend wird am Beispiel der Behindertenhilfe und Rehabilitationspolitik diskutiert, ob sich eine Tendenz zur flexiblen Normalisierung erkennen läßt. Zu diesem Zweck werden verschiedene Ebenen des Behinderungsdispositivs (Behinderungsbegriff der Weltgesundheitsorganisation, Regeln ärztlicher Gutachtertätigkeit, politische Reformkonzepte nach dem 'Normalisierungsprinzip') untersucht. Auf der Ebene der Subjekt-Taktiken werden Überlegungen zur offensichtlich prekären Normalisierungsarbeit behinderter Männer und Frauen angestellt. Als Fazit wird die These formuliert, daß der flexible Normalismus zwar die Grenzbereiche verbreitert, jedoch die Polarität zwischen Behinderung und Normalität nicht zum Verschwinden bringt.' 'Statistical normality has been discussed as early as in the nineteenth century, especially by French sociologists. Nonetheless, sociology has tended to ignore the question of the normal and the pathological down to the present day. This paper presents the theory of 'normalism' (Link). Normalism, which has been inspired by discourse theory, seeks to describe statistical normality as a separate sociological category. On the basis of the thesis that normality cannot be equated with normativity, and that normality is a result of normalistic discourse and operative procedures, the paper differentiates two strategies: protonormalism and flexible normalism. The issue of whether any tendency towards flexible normalisation has appeared will be discussed using the example of aid for the handicapped and rehabilitation policy. Different levels of the handicap dispositive (handicap definition used by the World Health Organization, criteria for medical experts' assessments, political reforms based on 'normalisation principle') are then analysed. On the level of the tactics used by subjects, ideas are presented concerning the obviously difficult normalisation work carried out by handicapped men and women.
