Steuerung, Vernetzung und Professionalisierung in der Berufsausbildung

Abstract

'Die Profile von Professionals in Berufsbildungssystemen werden in ihrem Verhältnis zu Mechanismen der Steuerung und Koordination in diesen Systemen untersucht. Theoretischer Hintergrund ist der 'Neue Institutionalismus' in der Organisationstheorie. Berufsbildung wird als komplexes Feld gesehen, in dem verschiedene Arten von Akteuren auf individueller und auf organisatorischer Ebene sich koordinieren müssen. Das Interesse konzentriert sich auf alternative Koordinations- und Steuerungsmechanismen jenseits der traditionellen Dichotomie zwischen Markt und Bürokratie. Schlußfolgerungen zur Gestaltung der Koordinationsmechanismen werden gezogen: die Analyse der vorhandenen Strukturen sollte die wichtigsten Brüche und Engpässe identifizieren; die Entwicklung von Koordinations- und Steuerungsstrategien sollte auf der Kompetenz und Kooperation der 'VET-Professionals' mit den Lehrerinnen und Trainerinnen als Kern-Professionals aufbauen; neue Formen der Arbeitsteilung und adäquate Strukturen professioneller Entwicklung sind wichtige Elemente von innovativer Koordinationspolitik.' 'Profiles of professionals in vocational training systems are analysed as they relate to the mechanisms of control and co-ordination, based an theories of 'neo-institutionalism' in organization theory. Vocational training is seen as a complex field in which different types of actors have to be co-ordinated both an individual and organizational levels. The focus lies on the analysis of alternative mechanisms of co-ordination and control beyond the traditional dichotomy between the market and bureaucracy. Conclusions concern the development of proper coordination mechanisms: the shaping of mechanisms of co-ordination should be based an the identification of fractures and shortages inherent in existing structures; strategies of co-ordination and control should be based on the competence and co-operation of 'VET professionals', teachers and trainers being core professionals; new forms of division of labour among these professional groups, and adequate structures of professional development are important elements of innovative co-ordination policy' (author's abstract)|
