"Überschattet vom Absturz der Präsidentenmaschine in Smolensk und von massiven
Überflutungen in weiten Teilen des Landes waren am 20. Juni 2010 die Polen
aufgerufen, ihren Präsidenten zu wählen. Der Präsidentschaftskandidat der liberalkonservativen
und proeuropäischen Regierungspartei 'Bürgerplattform', Bronisław
Komorowski, konnte die erste Wahlrunde für sich entscheiden. Allerdings verfehlte
er mit 41,5% die erforderliche absolute Mehrheit der Stimmen und muss nun am
4. Juli gegen den Vorsitzenden der nationalkonservativen Oppositionspartei 'Recht
und Gerechtigkeit', Jarosław Kaczyński, in die Stichwahl gehen. Kaczyński liegt
mit 36,5% nur knapp hinter Komorowski, der noch vor wenigen Wochen in den
Umfragen als sicherer Kandidat für das Präsidentenamt gegolten hatte.
Nun ist das Rennen wieder offen. Komorowski geht allerdings als Favorit in die
zweite Runde, denn zwei entscheidende Faktoren sprechen für ihn. Erstens dürfte
der überraschend knappe Ausgang der ersten Wahlrunde die zweite Runde wieder
zu einer Anti-Kaczyński-Wahl werden lassen und sollte es Komorowski ermöglichen,
seine Anhängerschaft entsprechend zu mobilisieren. Zweitens sollte es für
Komorowski leichter sein, die Mehrheit der Stimmen von Grzegorz Napieralski,
dem 36-jährigen Kandidaten der Linken, zu bekommen. Napieralski ist mit seinen
13,7% der Überraschungsgewinner der ersten Runde. Ihm fällt nun die Rolle des
Königsmachers zu. Die Niederlage radikaler populistischer Kräfte, die Konzentration der maßgeblichen Kandidaten auf ein wachsendes Wählerpotenzial in der politischen Mitte
und ein erstaunlich zivilisierter Wahlkampf sprechen bereits jetzt für eine gelungene

"Overshadowed by the crash of the presidential plane in Smolensk and by massive
floods all across the country Poles were called to vote on their President on June
20, 2010. The presidential candidate of the liberal-conservative and pro-European government
party 'Civic Platform', Bronisław Komorowski, won the first round. But
with 41,5% of the votes he failed to reach the necessary absolute majority. He
will have to face a run-off with the leader of the national-conservative opposition
'Law and Justice' party, Jarosław Kaczyński, on July 4. Kaczyński emerged with
36,5% just five points behind Komorowski, who just weeks ago in several polls
seemed well ahead. Now the campaign is open again. But Komorowski should still win the run-off on
July 4, because two decisive factors should be in his favour. Firstly, the surprisingly
narrow result of the first round is likely to turn the run-off into an anti-Kaczyński
vote again. This should make it easier for Komorowski to mobilize its electorate.
Secondly it should be easier for Komorowski to sweep up most of the votes
which in the first round went for Grzegorz Napieralski, the 36 year’s old candidate
of the left. Napieralski emerged with 13,7% as the surprise winner of the first
round and acts now as a king maker. The defeat of radical populist forces, the focus of all major candidates on the political centre and a remarkably civilized election campaign, speak already now for a successful test of Polish democracy." (author's abstract)... view less
