Abstract 'Ausgehend von Gosta Esping-Andersens Typologisierung von drei Wohlfahrtsstaatsmodellen plädiert der Artikel unter Einbeziehung der Kategorie 'gender' (soziokulturelle Konstruktion von Geschlecht) für ein viertes, 'südliches' Wohlfahrtsstaatsmodell (Italien, Spanien, Griechenland, Portugal). 'Ausgehend von Gosta Esping-Andersens Typologisierung von drei Wohlfahrtsstaatsmodellen plädiert der Artikel unter Einbeziehung der Kategorie 'gender' (soziokulturelle Konstruktion von Geschlecht) für ein viertes, 'südliches' Wohlfahrtsstaatsmodell (Italien, Spanien, Griechenland, Portugal). Dieses ist durch ein patriarchalisches Familienmodell gekennzeichnet, für soziale Sicherheit ist primär die Familie zuständig. Der Arbeitsmarkt ist nach Geschlecht stark differenziert und die demographische Entwicklung von niedrigen Geburtenraten charakterisiert. Es wird die These formuliert, dass im 'südlichen' Wohlfahrtsstaat nicht nur 'gender' von Relevanz ist, sondern auch 'ethnicity' wichtiger wird - eine durch Selbst- und Fremdzuschreibung definierte Zugehörigkeit zu einer nationalen, sprachlichen, kulturellen Gruppe. Diese Überlegungen werden am Beispiel der Betreuung pflegebedürftiger alter Menschen in Italien erläutert, wo zunehmend Migrantinnen die un(ter)bezahlte Pflegearbeit einheimischer Frauen ersetzen. Der Artikel kommt zum Ergebnis, dass eine ambivalente Einwanderungspolitik im 'südlichen' Wohlfahrtsstaat prekäre Beschäftigungsverhältnisse für MigrantInnen fördert und dass eine Lösung der zunehmenden Pflegeproblematik durch die öffentliche Hand unwahrscheinlich ist.' 'Starting from Gosta Esping-Andersen's distinction of three welfare state models, the article stresses the integration of gender issues in welfare state analysis and suggests the type of a fourth, i.e. 'southern' welfare regime (Italy, Spain, Greece, Portugal). Key features are a patriarchal family structure, the family's responsibility for social security, a gender-segregated job market and low birth rates. The article also indicates a prevailing relevance not only for gender, but also for ethnicity in the 'southern' welfare state. These considerations are illustrated by the organisation of carework for elderly people in Italy, where female migrants gradually replace the low-paid (and unpaid) care-taking activities of native women. Ambivalent migration policies of 'southern' welfare states support precarious working conditions of migrants and problems, related to carework, will probably not be solved by public policy.'
