"Die Weltwirtschaftsordnung befindet sich in einem Wandel, der durch die aktuelle Wirtschafts- und Finanzkrise beschleunigt wird. Dies gilt insbesondere für die Gruppe der sieben führenden Industrienationen und Russland (G8), die als informelles Gremium der Industriestaaten eine herausgehobene Funktion im globalen System wirtschaftlichen Regierens inne hat. Im Juli 2009 stehen unter dem Vorsitz Italiens bedeutende Weichenstellungen für die Zukunft der G8-Gipfelarchitektur an, in der die Richtung der Gruppe in ihrer Zusammenarbeit mit wichtigen Nichtmitgliedern (den G5-Staaten Brasilien, China, Indien, Mexiko und Südafrika) bestimmt wird. Denkbare Reformszenarien sind eine G8-Erweiterungsrunde mit der formalen Aufnahme neuer Mitglieder, eine Fortführung und ein Ausbau themenspezifischer Kooperationen auf der Grundlage des 2007 initiierten Heiligendamm-Prozesses sowie eine neue Aufgabenverteilung zwischen der jetzigen G8 und einer aufgewerteten G20. Im Rahmen der aktuellen Wirtschafts- und Finanzkrise hat sich der Reformdruck auf die G8 nochmals erhöht: Die Einberufung der G20 auf der Ebene der Staats- und Regierungschefs könnte langfristig zu einem Bedeutungsverlust für die G8 führen und wichtige Koordinierungsaufgaben auf das neue Forum übertragen. In Gremium der G20 sind die großen Schwellenländer bereits permanente, vollwertige Mitglieder. Hier sehen Indien und die übrigen G5-Staaten das zukünftige Zentrum für einen Dialog auf Augenhöhe im internationalen Koordinierungsbestrebungen von globalen wirtschaftlichen und finanziellen Herausforderungen. Die Aufwertung der G20 verdeutlicht, dass die Industriestaaten die Notwendigkeit der Kooperation aller systemisch wichtigen Länder - jenseits der derzeitigen G8 - erkannt haben. Sie müssen nun angesichts der Dringlichkeit vieler offener globaler Fragen weitere Anpassungen der Gipfelarchitektur und ihre Reformbemühungen zügig vorantreiben." (Autorenreferat)... view less

"The current economic and financial crisis highlights and increases the need for reform of the international economic order. This applies in particular to the G8, an informal forum of the seven leading industrial countries and Russia, which serves a prominent coordination function within the system of global economic governance. At the summit in Italy in July, the G8's architecture finds itself at a crucial juncture. Important decisions regarding the future of the Group's relations with key non-members (the G5 countries Brazil, China, India, Mexico, and South Africa) are pending. Possible scenarios for G8 reform include a formal enlargement of the G8; a continuation and expansion of topic-driven cooperation on the basis of the 2007 Heiligendamm Process; or a new assignment of tasks between the present G8 and an upgraded G20. In the context of the current economic and financial crisis, the pressure on the G8 to reform has increased again: The creation of the G20 at the level of heads of state and government could lead to a loss of importance of the G8 in the long-run, shifting important coordinating tasks to the new forum. Big emerging countries are already permanent, full members of the G20. This is why India and the remaining G5 states have a strong interest for the enhanced forum to become the future center of dialogue for the international coordination of global economic and financial challenges, a dialogue that takes place on a more equal footing than with the G8. The upgrade of the G20 shows that the industrial states have recognized the need to cooperate among all systemically important countries - beyond the current G8. However, in the face of the urgency to address a number of important global challenges, further changes to the summit architecture should be advanced." (author's abstract)... view less
