"Wie schon oft in der Vergangenheit, so geht es auch in der aktuellen sozial-, finanz- und wirtschaftspolitischen Diskussion in Deutschland darum, welche Aufgaben und Ausgaben, die durch die Sozialversicherung abgewickelt bzw. ihr zugewiesen werden, aus Beiträgen finanziert werden sollen, die überwiegend am Arbeitsentgelt anknüpfen, und welche aus Steuern - also welches die 'aufgabenadäquate' Finanzierung ist bzw. in welchem Ausmaß eine 'Fehlfinanzierung' (ein Missverhältnis zwischen der Art der Aufgabe und der Art der Finanzierung) besteht, die negative ökonomische Effekte zur Folge haben kann. Im Folgenden werden zunächst kurz Begründungen für eine aufgabenadäquate Finanzierung von Ausgaben der Sozialversicherung aufgezeigt, zugleich Auswirkungen einer Fehlfinanzierung bzw. deren Beseitigung. In diesem Zusammenhang wird auf die seit einigen Jahren besonders stark betonten Auswirkungen von lohnbezogenen Sozialversicherungsbeiträgen auf die Lohnnebenkosten eingegangen. Anschließend werden kurz Alternativen zur Beseitigung der Fehlfinanzierung erläutert. Diese Alternativen stehen in enger Verbindung mit der Frage, welche Konzeption jeweils in den einzelnen Zweigen besteht bzw. angestrebt wird. Am Beispiel einiger in jüngerer Zeit vorgelegter Berechnung wird sodann zunächst das Gesamtvolumen der Fehlfinanzierung und seiner Bedeutung für die Höhe der Sozialbeiträge verdeutlicht. Es schließen sich Ausführungen zur Fehlfinanzierung in einzelnen Zweigen der Sozialversicherung an. Abschließend wird u. a. auf die bei unverändertem Ausgabevolumen erforderliche Gegenfinanzierung für eine Reduzierung von Beiträgen und deren erwartbare Wirkungen (insbesondere auf die Beschäftigung) eingegangen wie auch auf Gefahren für die Akzeptanz des Sozialversicherungssystems infolge nicht aufgabenadäquater Finanzierungsentscheidungen." "In Germany, there continues to be an intensive debate about the financing of social insurance by contributions and/or taxes. How should the financing be (adequate according to different tasks) and how is it done and is there a mismatch between the type of the task and the type of financing? This mismatch can have negative economic effects. The paper discusses arguments in favour of a financing that is adequate regarding the tasks and types of expenditure in several branches of social insurance in Germany. Effects of inadequate financing are discussed. A special focus is on the effect of social insurance contributions on non-wage labour costs. Different possibilities towards adequate financing are outlined. These alternatives are closely linked to the question, which concept should be relevant to design a social insurance scheme. The volume of inadequate financing in total as well as in several branches of social insurance in Germany is outlined. Finally, it is discussed what the economic effects would be, if in case of an unchanged sum of social insurance expenditure the financing structure would partially be shifted from social insurance contributions to taxation and what could be the 'price', if financing remains inadequate."
