"Den aktuellen Verkehrsproblemen begegnen Politik und Wissenschaft einhellig mit dem Leitbild einer integrierten Verkehrspolitik. Eine Verknüpfung der bis heute weitgehend getrennt genutzten Verkehrsträger sowie die stärkere Verschränkung von privatem und öffentlichem Verkehr soll zu einer nachhaltigen Verkehrsentwicklung beitragen, die ökonomische Effizienz mit sozialer Verantwortung und ökologischer Verträglichkeit verbindet. Dieser weithin vertretene Anspruch einer verstärkten Koordination und Kooperation der Verkehrsträger und -systeme untereinander steht in einem eigentümlichen Spannungsverhältnis zu den momentan sich vollziehenden Deregulierungsprozessen im Verkehrssektor und den Hoffnungen, die sich mit den damit einhergehenden Wettbewerbsdynamiken verbinden. Das hier vorgestellte Projekt 'Mobilität im Wettbewerb' fragt nach den Realisierungschancen einer verkehrspolitischen Strategie der Integration im Rahmen marktwirtschaftlicher Konkurrenzverhältnisse." "The European Union and its member states pursue the overall concept of an integrated traffic policy. "The European Union and its member states pursue the overall concept of an integrated traffic policy. Instead of optimising particular traffic systems as railroads, motor- and waterways etc., the new strategy links up the different modes of transportation in order to secure intermodality. A comprehensive approach shall support a sustainable traffic development, including economic efficiency, social balance and ecological sustainability. On the other hand, an overall deregulation of the traffic market fosters severe economic competition. By promoting competition for market shares in the traffic sector, one expects to set free innovative potentials enabling the establishment of new concepts. Therefore, the situation can be described at least as difficult. A policy based on cooperation in the traffic sector to integrate the different modes, necessarily collides with economic behaviour motivated by particular interests. The project described here, investigates the chances of executing an integrated traffic policy under highly competitive conditions." (author's abstract)... view less
