(Autorenreferat)... view less

"This paper provides a stocktaking of the controlling systems of Public Employment Services (PES) of Denmark, France, Great Britain, Netherlands, Austria, Sweden and Switzerland which is used to reflect on the running reform efforts in the German PES. Controlling systems must permanently be corrected and adapted since they are never perfect and prone to failures. Successions of centralisation and decentralization in labour market policy are most obvious in the Scandinavian countries and can also be understood as responses to weaknesses of the controlling systems. A permanent problem in controlling is the weak correspondence of (political) goals and targets in relation to the indicators used for representing the PES activities. It is almost impossible to display causal relationships (cause-impact) directly by the means of controlling. The potentials of controlling are possibly overestimated in the running reform process of the German PES (BA)." (author's abstract)... view less
