'In jüngerer Zeit scheint politisches und dabei insbesondere sozialpolitisches Handeln zunehmend von Alternativlosigkeit geprägt. Öffentliche Diskurse transportieren zunehmend vermeintliche, ökonomisch oder gelegentlich auch juristisch begründete Notwendigkeiten und diskutieren immer weniger, dass demokratisch-politisches Handeln von der Konfrontation von Alternativen lebt. Vor diesem Hintergrund analysiert das vorliegende Arbeitspapier das Verhältnis von Wohlfahrtsstaat und Demokratie und fragt insbesondere danach, unter welchen Umständen wohlfahrtsstaatliche Politik eine Gefährdung der Demokratie darstellt. Hiervon kann man zunächst insofern sprechen, als Sozialpolitik sich in wenigstens zwei Dimensionen immer stärker dem Imperativ des Ökonomischen unterwirft und sich immer weniger als Sozialpolitik begreift: Erstens sind die Organisationsformen von Sozialpolitik zunehmend dem ökonomischen Imperativ unterworfen, wohingegen die Werte der demokratischen Partizipation und der gemeinschaftlichen Selbstbestimmung unbedeutender werden. Zweitens wird das Subjekt des Wohlfahrtsstaats immer mehr als ökonomischer, leistender Bürger und immer weniger demokratisch verantwortlicher Citoyen begriffen. Von einer Bedrohung der Demokratie muss man schließlich auch sprechen, wenn es der Sozialpolitik nicht gelingt, Mindestforderungen der Gerechtigkeit - ohne deren Erfüllung eine lebendige Demokratie elementar gefährdet ist - nachzukommen. Eine denkbare Gegenstrategie zur Gefährdung der Demokratie wäre in diesem Kontext die Orientierung an einer Gerechtigkeitskonzeption, die in umfassender Weise Teilhabe ermöglicht. Grundsätzlich aber muss es darum gehen, den öffentlichen Raum von vermeintlichen Notwendigkeiten zu befreien und ihn zu repolitisieren.' [Autorenreferat]... view less

'In recent years, political discourse is increasingly dominated by a language of necessity: Oftentimes
– and particularly in the field of social policy – there seems to be no other course of
political action than the one suggested by economic or juridical exigencies. On the other hand,
many commentators lose out of sight that a thriving democratic politics depends on the confrontation
of alternatives. Against this background, this working paper analyses the relation
between welfare state and democracy. Particularly, it scrutinises under which conditions welfare
policy might resemble a danger to democracy. On the one hand, this danger is part of a
development through which social politics succumbs to the economic imperative instead of
perceiving itself as first and foremost political action. On the other hand, democracy is also in
danger if social policy cannot manage to fulfil at least minimal requirements of social justice.
One possible counter strategy to the endangerment of democracy could be the adoption of a
conception of justice at the heart of which is the empowerment to participate actively in a
democratic society. Beyond that, the general aim must be to liberate public space from assumed
