A partir de dos estudios de caso, en el Perú y Colombia, este estudio encuentra que la inversión pública presenta un efecto de reducción de la desigualdad, pero muy pequeño, por lo cual se necesitaría una gran inversión para lograr una reducción mínima de la desigualdad. Además, se encuentra que el efecto de la inversión pública depende del nivel de gobierno que la realice, aunque existen diferencias entre ambos países. En el Perú, la evidencia muestra que la inversión pública del Gobierno nacional y de las municipalidades tiene un efecto en reducir la desigualdad, mientras que la de los gobiernos regionales no tiene efectos. Entre los factores que pueden explicar estas diferencias se encuentra la naturaleza de los proyectos de inversión pública que predominan en cada nivel, y que pueden determinar su potencial redistributivo. Based on two case studies, in Peru and Colombia, this study finds that public investment has an inequality-reducing effect, but a very small one, so that a large investment would be needed to achieve a minimal reduction in inequality. In addition, it is found that the effect of public investment depends on the level of government that carries it out, although there are differences between the two countries. In Peru, the evidence shows that public investment by the national government and municipalities has an effect in reducing inequality, while that of regional governments has no effect. Among the factors that may explain these differences is the nature of the public investment projects that predominate at each level, which may determine their redistributive potential.
