Eine Schlüsselfrage der Forschung zu internationalen Organisationen ist der Einfluss der internationalen Verwaltung auf die Fähigkeit der Mitgliedsstaaten, politische Einigungen herbeizuführen. Im Rahmen dieses Beitrages wird diese Fähigkeit verstanden als die Anzahl der von einer Organisation verabschiedeten (regulativen) politischen Entscheidungen und Erklärungen (Policy Output). Der Beitrag entwickelt ein Modell, das durch die Verknüpfung behavioristischer und strukturzentrischer Ansätze Hypothesen über die Fähigkeit zu politischer Einigung unterschiedlicher internationaler Organisationen generiert. Die Komplexität der Verhandlungssituation sowie der Ressourceneinsatz der internationalen Verwaltung werden als entscheidende unabhängige Einflussgrößen identifiziert und operationalisiert. Durch Messung dieser Variablen in einem Sample werden Hypothesen über die Fähigkeit zu politischer Einigung von sieben internationalen Organisationen generiert.... view less

One of the key questions of international organization (IO) research is the influence of the international public administration (IPA) on the ability of member states to reach political agreement. In the context of this paper, this ability is defined as the number of adopted policy decisions and declarations (policy output) in an international organization. This paper develops a theoretical model that allows postulating hypotheses on the ability of different international organizations, to reach political agreement. It identifies and operationalizes the complexity of the negotiation context and the resource investments of the international public administration as its main independent variables. By measuring these variable for a sample of seven international organizations, the paper concludes by outlining concrete expectations about variation in their ability to reach political agreement.... view less
