The devolution reforms in the UK were designed, and function in disconnected ways. The devolved institutions in Scotland, Wales and Northern Ireland were each established for distinctive reasons. England continues to be governed in a centralised manner by central government institutions in London. The structures for coordination between the different parts of the UK, and between them and central government are weak.
