The conflict between the theoretical demands of anti-essentialism in recent feminist theory and the political necessity of being able to act in the name of a unified group of 'women' is a central conflict in feminism. Gayatri Chakravorty Spivak’s concept of 'strategic essentialism', which promotes the strategic use of essentialist identities within the context of clearly defined political goals, can be considered a solution to this conflict. In this paper, this concept will be analysed and then applied to gender equality policies that target the promotion of women. Central to the discussion will be the example of women’s quotas, which are one of the most controversial recent gender equality policies. They are attached to problematic essentialist assumptions and effects, while at the same time being one of the most concrete and practical measures to break up patriarchal power structures. The following analysis will examine to what degree such policies can be justified in the name of strategic essentialism and furthermore discuss the limits of such a connection as well as the limits of identity politics in the name of strategic essentialism in general.... view less
