Fachkräfte in mehreren Arbeitsagenturen beschreiben neue selbstständige Arbeitsformen in der Vermittlung und Beratung. Diese zeichnen sich durch zwei Grundaspekte aus: Erstens können die Fachkräfte bei der Veränderung von agenturweiten Arbeitsprozessen und Materialien mitwirken. Zweitens entstehen selbstständigere Aufgabenfelder für die Fachkräfte, die teilweise mehr fachliche, organisatorische und soziale Kompetenzen erfordern. Der Beitrag untersucht Deutungen zur Selbstständigkeit sowie zur mitgestaltenden Vermittlungsfachkraft. Empirische Grundlage bilden problemzentrierte Interviews und Gruppendiskussionen mit Fachkräften sowie Teamleitungen, die im Zuge der wissenschaftlichen Begleitung eines Modellprojekts der Bundesagentur für Arbeit durch das Institut für Arbeitsmarkt- und Berufsforschung (IAB) durchgeführt wurden. Rekonstruiert werden einerseits Ansprüche an eine höhere Selbstständigkeit durch die Fachkräfte und andererseits eine Verwertung von Kreativität, Subjektivität und einer aktiveren Vermittlungsinteraktion seitens der Behörde. Entwickelt wird ein Idealtypus der Aktivfachkraft, die kreativ und selbstinitiativ zum Wohle der Organisation sowie der Aktivgesellschaft beitragen soll.... view less

Case Workers in several German Employment Agencies describe new, more flexible and independent forms of work within counselling and job placement services. These are characterised by two main aspects. First, employees are able to participate in the definition and alteration of processes and resources within the Labour Agency. Second, their tasks have become more autonomous. The article analyses individual views on autonomy and participation. The analysis is based on problem-centred interviews and group discussions with case workers and their team leaders conducted by the Institute for Employment Research. Qualitative analysis aims to reconstructing individual aspirations towards more autonomy on the one hand, and examines the exploitation of creativity, subjectivity and more active forms of interaction within the placement process on the other. The paper introduces an ideal type of "active case worker" who is supposed to contribute to the well-being of the organization and to foster greater social engagement by using creativity and personal initiative.... view less
