Die Apartheid-Politik, wie Premierminister Verwoerd (1958–1966) sie umsetzte, war eine Politik der autoritären Modernisierung, die die weiße Herrschaft auf Dauer sichern sollte – und aus Sicht der damaligen Akteure keineswegs rückwärtsgewandt. Die 1959 den »Homelands« in Aussicht gestellte staatliche Unabhängigkeit sollte durch Ausbürgerung der Schwarzen einen weißen Nationalstaat schaffen. Die südafrikanische Regierung interpretierte die internationale Kritik an der Apartheid im Kontext des Kalten Krieges sowie eines weltweiten Rassenkonflikts zwischen Asien und Europa, in dem sich der Westen zu nachgiebig verhalte. Verwoerds Nachfolger Vorster (1966–1978/79) wollte die außenpolitische Isolation Südafrikas durch eine Politik der Entspannung mit den afrikanischen Nachbarn durchbrechen. Nach seinem Scheitern ging Botha (ab 1978 Premierminister, seit 1984 dann Staatspräsident) zu einer aggressiven Politik der regionalen militärischen Hegemonie über. The policy of apartheid as conceptualised and implemented by Prime Minister Verwoerd (1958–1966) was a policy of authoritarian modernisation. The policy of apartheid as conceptualised and implemented by Prime Minister Verwoerd (1958–1966) was a policy of authoritarian modernisation. The protagonists of this policy did not regard it as reactionary or conservative, but their central goal was to cement white rule. When in 1959 they gave the ›homelands‹ the option of political independence, their intention was to create a white nation state. International criticism of apartheid was perceived within the ideological context of the Cold War and also as part of a worldwide race conflict between Asia and Europe. Verwoerd’s successor Vorster (1966–1978/9) wanted to lead South Africa out of its isolation through a policy of détente with the African neighbours. When he foundered, Botha (Prime Minister from 1978, State President from 1984) built a regional military hegemony. Mounting costs of repression and an economic downturn helped to make a negotiated solution possible and bring about an end to apartheid in 1994.... view less
