'Die DDR begann Anfang der 1970er Jahre den schrittweise Aufbau einer zentralen Personendatenbank (PDB) der DDR als ein automatisiertes Informationsverarbeitungs- und Auskunftssystem unter der Leitung des Ministeriums des Innern. Die Personendatenbank speicherte umfangreiche persönliche Daten zum Bürger, die sie von den Standesämtern, den polizeilichen Pass- und Meldewesen (VP-Kreisämter) und von den Kreisgerichten erhielt. Die Schutz und Sicherheitsorgane der DDR (Ministerien des Innern und für Staatssicherheit) benötigten die Datensammlungen über die Bürger zur Gewährleistung einer hohen öffentlichen Ordnung und Sicherheit und für die Deckung des Informationsbedarfes anderer Staatsorgane, staatlicher Institutionen und gesellschaftlicher Einrichtungen. Zur Sicherung einer kontinuierlichen Nutzung dieser Personendaten und zur Gewährleistung einer hohen Aktualität der gespeicherten Daten erhielten die örtlichen Staatsorgane verkürzte personenbezogene Datensätze aus der Personendatenbank zum Aufbau von Einwohnerdatenspeichern (EDS) und zur weiteren Nutzung für ihre Projekte. Mit 7 erschlossenen Anwendungsgebieten und über 30 spezifischen Auswertungen war die Nutzung des EDS im staatlichen Gesundheits- und Sozialwesen gegenüber anderen Verwaltungsbereichen umfangreich und weit fortgeschritten.' 'In the early 1970s the GDR started to build up a central personal database ('Zentrale Personendatenbank' - PDB) - an automated information processing and retrieval system under the control of the Ministry of the Interior. In this database extensive personal data of each citizen has being saved that was supplied by civil registry offices ('Standesämter'), local residents' registration offices ('VP-Kreisämter'), and district courts. The ministries of the Interior and State Security required those data collections to maintain a highly controlled public order and to cover the information demand of other governmental bodies, public institutions, and corporate organizations. In order to provide a continous application and to ensure highest actuality of these personal data, the local government bodies received shortened records from the PDB to assemble an integrated central database for all citizens ('Einwohnerdatenspeicher' - EDS). In comparison to other administration realms, seven available application areas and more than 30 specific evaluations underline the extensive and advanced utilization of the EDS within the sector of public health care/ welfare and social services.'
