'Dieser Beitrag versucht, die 'neue Methode der offenen Koordinierung' ('neue OMC') integrationstheoretisch zu klassifizieren. Geprüft wird, ob die 'Ansätze zu einer Theorie des Regierens im europäischen Mehrebenensystem' und die davon abgeleiteten 'Typen der Europäisierung' von Scharpf (2000; 2002), die Basis seiner Klassifizierungen der OMC sind, einer empirischen Überprüfung stand halten. Am Beispiel der Etablierung der 'neuen OMC' im Politikfeld 'Bekämpfung von Armut und sozialer Ausgrenzung' wird gezeigt, warum Scharpf in seiner Klassifizierung der OMC von 2000 bis 2002 einen Einschätzungswechsel vorgenommen haben könnte. Dennoch kann festgestellt werden, dass die neuen Formen des sozialpolitischen Regierens in der EU von Scharpfs Typologie nicht hinlänglich erfassbar sind. In diesem Zusammenhang werden alternative Klassifizierungsmuster angeboten und Forschungsperspektiven aufgezeigt.' (Autorenreferat)... view less

'This article tries to classify the 'new open method of co-ordination' ('new OMC') in terms of the perspective of European integration theories. It illustrates the extent to which Scharpf's (2000 and 2002) 'notes towards a theory of multilevel governing in Europe' and his 'modes of Europeanization' on which his classification of the OMC is based, stand up to an empirical analysis. The establishment of the 'new OMC' in the area of social inclusion will be used as the empirical example, which can explain why Scharpf changed his judgment in relation to the classification of the OMC from 2000 to 2002. Thus, it will be stressed that Scharpfs 'modes of Europeanization' cannot cover the new modes of governance in the social realm of the EU. An alternative set of classifications will be offered and research perspectives elaborated.' (author's abstract)... view less
