'Das wichtigste Politikinstrument, mit dem die forschungs- und technologiepolitischen Zielsetzungen der Europäischen Union umgesetzt werden, stellen die gemeinschaftlichen Rahmenprogramme dar, in denen ausgewählte Forschungsbereiche gezielt finanziell gefördert werden. Ausgehend von der These, wonach im Vergleich zu anderen distributiven Politikbereichen, wie etwa der Struktur- und Kohäsionspolitik, die europäische Forschungs- und Technologiepolitik (FTE) von ExpertInnen dominiert und politisch weniger umstritten ist, fragen wir nach der demokratischen Legitimation der FTE-Entscheidungen. Anhand einer Analyse der europäischen FTE-Politik geht es uns um die Verortung einer optimalen Kombination von Output- (Effektivität) und Input-Legitimation (repräsentative Einbindung kollektiver europäischer Interessen) der Politikfindung auf supranationaler und österreichischer Ebene im Bereich der Aeronautik und der Sozialwissenschaften. In Anlehnung an Konzepte der 'assoziativen Demokratie' lässt sich eine authentische Repräsentation der Anliegen der europäischen Öffentlichkeit durch die ergänzende Beteiligung organisierter Interessengruppen erreichen. Eine Konzentration der De facto-Entscheidungskompetenz auf wenige ausgewählte AkteurInnen droht demnach die Effektivität im Hinblick auf eine gesellschafts- und umweltverträgliche Techniksteuerung zu unterminieren, worunter auch die Verwirklichung der zentralen Zielsetzungen der FTE-Politik, nämlich Wettbewerbsfähigkeit und nachhaltiges Wirtschaftswachstum, leiden könnten.' 'The common framework programmes, which aim to financially support selected research areas, represent the most important political instrument of the European Union to implement their research and technological goals. Based on the hypothesis that the European policy on research and development (R&D) is more technocratic and politically less controversial than, for example, the structural and cohesion policy, we pose the question: how does the EU provide for democratic legitimacy of its R&D decisions? In other words, we focus our analysis of the European R&D policy on the optimal combination of output (effectiveness) and input legitimacy (representative integration of collective European interests) of the decision-making process and its outcomes on the supranational and the Austrian level in the cases of aeronautics and social sciences. According to prevailing concepts of 'associative democracy', an authentic representation of the concerns of the European public can only be achieved by providing all interest groups with a realistic chance to participate in the decision making process. However, a concentration of de facto decision-making competence on a few selected actors could also reduce effectiveness, as important longrun consequences of R&D policies might be neglected, namely environmentally and socially sustainable aspects of economic development.'
