'Aus international vergleichender Perspektive erhalten sowohl Österreich als auch die Schweiz in Einschätzungen die besten Stilnoten hinsichtlich ihrer wirtschaftspolitischen Glaubwürdigkeit in den 1980er und 1990er Jahren. In diesem Beitrag werden deren politisch-institutionelle Grundlagen erörtert. Der zentrale Befund lautet, dass Österreich und die Schweiz ihr Profil glaubwürdiger Wirtschaftspolitik seit Mitte der 1980er Jahre durch eine im internationalen Vergleich nahezu einmalige Ansammlung förderlicher Rahmenbedingungen erlangen. Hierbei handelt es sich um eine von den Weisungen der Regierung unabhängige Zentralbank, eine institutionalisierte Regelung zum Ausgleich konfligierender Interessen zwischen politischen Akteuren im Sinne konsensualer Praktiken, ein Umfeld konfliktarmer Arbeitsbeziehungen, institutionelle Hürden in Gestalt einer föderalen Finanzverfassung, die einer fiskalpolitischen Stimulierung der Volkswirtschaft entgegenstehen, und schließlich um die dauerhafte Zugehörigkeit zu einem Regime fester oder flexibler Wechselkurse.' 'This article examines the political foundations of economic credibility in Austria and Switzerland in comparative perspective. 'This article examines the political foundations of economic credibility in Austria and Switzerland in comparative perspective. Unlike other western democracies these two countries come off very well regarding country risk evaluations from international investors and expert opinions. How can we explain this standing? The contribution starts from the findings of comparative research on credibility, asking to what extent the Austrian and Swiss experiences can be explained in the light of the theories and empirical analyses. The author argues that in a comparative perspective these two countries are characterised by a peculiar accumulation of political foundations of economic credibility. In short, these are an independent central bank, social partnership promoting labor quiescence, consensus democracy, the difficulty of centralised fiscal policy and the continuity of participating in exchange-rate regimes without frequent changes between them.'
