Zuwanderung in ländliche Räume Europas: zur Diversität von rural mobilities

Abstract

Der vorliegende Beitrag gibt einen Überblick über die Diversität von Zuwanderungsprozessen in ländliche Räume Europas. Konzeptionell schließt er an das new mobility paradigm an und versteht Migrationsprozesse demnach als Teil von Mobilitäten. Aufgrund der Annahme, dass Individuen im Rahmen von Migrationsprozessen in einem Kontinuum von Mobilität und Beständigkeit zu verorten sind, etablieren Migranten temporäre Fixierungen an Orten. Zudem werden Migrationsprozesse in ländliche Räume durch Narrative von Ländlichkeit bestimmt. Die Deutungsmacht funktional-struktureller Perspektiven auf das Ländliche zur Erklärung von Zuwanderung wird daher durch den Einbezug sozialkonstruktivistischer Ansätze relativiert. Anschließend wird die Diversität von Wanderungsdynamiken in ländlichen Räumen Europas mit den Formen Amenity/Lifestyle Migration, Rückwanderung, Arbeitsmigration, Fluchtmigration überblickshaft dargestellt, wobei insbesondere deren temporärer Charakter hervorgehoben wird. Der Beitrag schließt mit Ausführungen zu Auswirkungen von Zuwanderung in ländliche Räume auf Wohnungsmärkte, Wirtschaft und Arbeitsmarkt sowie Sozialleben und Politik. Dabei wird deutlich, dass die sozio-demographische und sozio-ökonomische Diversität der Migranten selbst wie auch die lokal-regionalen, strukturellen Kontexte bei der Einschätzung, inwiefern Zuwanderer als Akteure des Wandels in ländlichen Räumen

This article provides an overview about the diversity of immigration processes to European rural areas. In conceptual terms, it refers to the new mobility paradigm and considers migration processes as mobilities. Drawing on the assumption that migration processes are addressed in a continuum between mobility and fixity, migrants establish temporary fixations to places. Moreover, migration processes to rural areas are shaped by narratives of rurality. The power of interpretation of immigration processes through functional-structural perspectives on rural areas may be qualified through inclusion of social-constructivist approaches. Subsequently, an overview about the diversity of migration dynamics to rural areas is provided, addressing lifestyle migration, return migration, working migration and forced migration and its particular temporary character. Finally, the paper discusses implication of immigration to rural areas in the realms of housing, economy and labour market as well as social life and politics. How immigrants can be addressed as actors of rural change strongly depends both on their sociodemographic and socio-economic composition and the specific local structural contexts.
