Die Herausforderung, das bestehende Zentrale-Orte-Konzept in Nordrhein-Westfalen zu validieren bzw. auf seine empirische Entsprechung hin zu überprüfen liegt darin, Lücken im Zielsystem des LEP plausibel zu schließen und zugleich Hinweise für ein künftiges Zielsystem zu geben. Ziel der vorliegenden Ausführungen ist es, einen Beitrag zu diesem iterativen Vorgehen zu leisten. Der Schwerpunkt liegt dabei auf der Bestimmung der rangstufenspezifischen zentralörtlichen Gravitationskraft. Wichtig für das Verständnis ist es, dass eine im Landesvergleich überdurchschnittliche rangstufenspezifische Gravitationskraft allein kein hinreichendes Kriterium für die Einstufung bzw. Ausweisung von Städten und Gemeinden als Zentraler Ort einer Hierarchiestufe ist: Erforderlich ist zudem die Bereichsbildungsfähigkeit, d. h. dass die Gravitationskraft der jeweiligen Orte über das eigene Gemeindeterritorium hinaus ausstrahlt (überörtliche Bedeutung).... view less

There are two main challenges in the process of validating or verifying the existing central place concept in North Rhine-Westphalia: on the one hand, closing loopholes in the system of spatial planning goals laid out in the State Development Plan; on the other hand, providing guidance for a future system of spatial planning goals. The aim of this paper is to contribute to this iterative process. The focus is on constructing specific supply indices for each hierarchy level (basic, medium and superior). It is important to understand that an above-average index value alone is not a sufficient criterion for the classification or designation of cities and towns as central places on a specific hierarchy level. The ability to supply other cities and towns with central goods at a reasonable level of accessibility is also necessary (supra-local importance).... view less
