'The twentieth century will go down in the history of Russia as the era of modernisation, in other words the period in which Russia was transformed from a traditional, agrarian, rural, patriarchal collective society into a modern, industrial (or 'post-industrial'), urban, democratic and individualistic one. The deeply contradictory and conservative nature of the Soviet version of modernisation was predetermined not by folly or ill-will but by the condition of Russian society when the modernisation process began. While the Soviet modernisation programme allowed the USSR to adopt many of the achievements of western societies (modern technology, external modes of Living, science, education etc.), it did not allow it to create adequate social mechanisms for its own development, such as a market economy, a modern social structure, modern civil institutions, political democracy and so on.'
