'Der vorliegende Bericht ist der zweite Teil einer Untersuchung über die mit der Transformation verbundenen systemstrategischen und strukturellen Anpassungsprobleme der Volkswirtschaften im Osten Europas. Er konzentriert sich auf strukturelle Anpassungserfordernisse und Perspektiven der EU-Osterweiterung. Teil 1 des Berichts (Nr. 11) behandelt institutionelle und wirtschaftspolitische Aspekte. Die postsozialistischen Länder Osteuropas stehen vor differenzierten Herausforderungen: Neben der Privatisierung und einer wirtschaftspolitischen Aufgaben-Neuorientierung sind drei grundlegende institutionelle Wandlungen zu realisieren: Rechtsstaatspolitik als Basis für eine marktgesteuerte 'Vertragswirtschaft', Währungskonvertibilität als Grundlage für wachsenden Außenhandel - in einem international infolge wachsender Kapitalmobilität schwierigen Umfeld - und Wettbewerbspolitik als Basis einer effizienten Allokation. Zugleich sind erhebliche strukturelle Anpassungserfordernisse zu bewältigen und stärker dezentrale Unternehmensstrukturen zu entwickeln. Denn angesichts veränderter relativer Preise und neuer Konkurrenzbedingungen auf dem Weltmarkt sind rasche Anpassungen und große Wachstumserfolge nur durch eine Verbindung von außenwirtschaftlicher Liberalisierung, mehr Flexibilität und regionalem bzw. sektoralem Strukturwandel bei zugleich hohen Direktinvestitionszuflüssen zu erwarten. Es zeigt sich, daß gerade Tschechien mit seinen neueren außenwirtschaftlichen Problemen einen nur schwachen Strukturwandel im Arbeitsmarkt repräsentiert. Ungarn und Polen sind hingegen anpassungsfähiger, wobei auch ein langsamer Reindustrialisierungsprozeß zu beobachten ist. Bei den Direktinvestitionszuflüssen hat Polen Mitte der 90er Jahre stark aufholen können. Rußland, Rumänien und Bulgarien liegen bei den institutionellen Reformen, im Strukturwandel, bei den Direktinvestitionen und beim Wachstum noch erheblich zurück. Vor allem in Rußland sind die Wachstumsvoraussetzungen bislang nur schwach entwickelt.' (Autorenreferat)... view less

'The present report constitutes the second part of a study of the systemic and structural adjust ment problems involved in the transformation of the Eastern European economies. It focuses on the requirements of structural adjustment and prospects for the enlargement of the European Union towards the East. Part I of the report (No. 11) discusses institutional and economic policy issues. The post-socialist countries of Eastern Europe face a wide range of challenges. In addition to privatisation and a reorientation of economic policy tasks, they must achieve three fundamental institutional changes. They must base State policy on the rule of law to create a market-driven 'contract economy'; make a convertible currency the foundation for growing foreign trade in an international environment made difficult by the increasing mobility of capital; and make competition the basis for efficient allocation. At the same time, they must overcome the considerable problems involved in structural adjustment and develop more decentralised business structures. In view of changes in relative prices and new competitive conditions on the world market, rapid adjustments and successful growth can only be achieved by combining foreign trade liberalisation, increased flexibility and regional or sectoral structural change while at the same time attracting large direct investments. It can be shown that the Czech Republic, which has recently been having difficulty in foreign trade, has only carried through moderate structural changes in its labour market. Hungary and Poland have been better able to adjust and we can also note a slow reindustrialisation process in these countries. Poland has been able to close the gap significantly during the mid-1990s with regard to direct investments. Russia, Romania and Bulgaria lag far behind in terms of institutional reforms, structural change, direct investment and growth. So far Russia, in particular, has done little to develop the conditions needed for growth.' (author's abstract)... view less
