'Triggered by the public excitement about President Yeltsin's heart surgery, the question again arises as to who taking the decisions within the Russian Federation. Does everything really depend on the President alone? As a matter of fact, there are a whole number of other players who participate in the decison-making process. Many decisions are taken at the regional level, in the subjects of federation. The centre has long lost its monopoly on political power and is having to compete with the regional power structures. In this power contest, it is frequently the politicians in Moscow who come off second best. The present report uses privatisation in St. Petersburg and the Sverdlovsk region as its example in a attempt to review the extent to which the trend towards regional decision-making also applies to privatisation in the Russian Federation.'
