'The development of investment is of cardinal importance to economic progress in the countries of the CIS. Because of inadequate replacement investment, the capital stock was already seriously obsolescent when the transformation process got under way. The demise of the planned economy system made a considerable part of the capital stock worthless virtually overnight. In many sectors, almost the entire capital stock will have to be replaced to have any chance of survival in today's competitive environment. But the collapse of investment activity following the end of the Soviet Union has aggravated the problems still further, seriously impairing prospects for long-term growth in the successor states. The present study attempts to trace the history of investment in Belarus, to examine its factors and to identify its effects on the capital stock. It is part of a broader study which analyses the development of investment and the capital stock in the Russian Federation, Ukraine, and Belarus.' (author's absrtact)... view less
