'Heute ist Osteuropa nicht mehr wie früher eine geschlossene, von der UdSSR/Rußland dominierte Kooperationszone. Sowohl in bezug auf die sektorale als auch die regionale Struktur der Außenwirtschaftsbeziehungen der Staaten sind grundlegend Änderungen eingetreten. Ursprünglich hatten die Regierungen darauf gehofft, ihre Länder rasch nach Westen in die Weltwirtschaft zu integrieren, um die leistungssteigernden Impulse einer effizienten internationalen Arbeitsteilung für den Umbau der Volkswirtschaft nutzbar zu machen. Tatsächlich zeigte sich jedoch bald, daß diese Erwartungen nur begrenzt und mit signifikanten regionalen Unterschieden zum Tragen kamen. Dieser Tatbestand war mit ausschlaggebend dafür, die regionale Zusammenarbeit wiederzubeleben. Seit Anfang der neunziger Jahre ist eine Reihe kooperativer Zusammenschlüsse der Staaten entstanden. Gemessen an ihrer ökonomisch-politischen Bedeutung lassen sie sich wie folgt gruppieren und sollen auch in dieser Reihenfolge analysiert werden: - die Zentraleuropäische Freihandelszone (CEFTA); - die Baltische Freihandelszone; - die Gemeinschaft Unabhängiger Staaten (GUS); - die Zentraleuropäische Initiative (ZEI); - die Schwarzmeer-Wirtschaftskooperation (SMWR)' (Autorenreferat)... view less

'Nowadays, Eastern Europe is not a closed cooperation zone, dominated by the USSR/Russia, like it used to be. Fundamental changes have taken place as regards both the sectoral and the regional structure of the external economic relations between the countries of the region. Originally, their governments had hoped to be able to integrate their countries rapidly westward into the global economy in order to tap the performance-enhancing dynamics of an efficient international division of labour for the restructuring of their economies. In actual fact it soon became apparent that these expectations were coming true only to a limited extent and with significant regional differences. This realization was one of the major factors that have motivated a revival of regional cooperation. Since the early mineties, a number of cooperation links have been forged. Measured in terms of the economic and political importance, these can be grouped as follows and will be analysed in this Report in the same order: -the Central European Free Area (CEFTA); - the Baltic Free Trade Area; - the Commonwealth of Independent States (CIS); - the Central European Initiative (CEI); - the Black Sea Economic Cooperation Region (BSECR)'.
