After his election, the new Russian president Putin will have to take .some important decisions an the direction he wants his domestic and economic policies to take, and these decisions will also affect Russia's relations with the European Union. In all probability, Putin's Russia will be neither a European-style democracy nor a repressive authoritarianism, but rather a steered or 'manipulated' democracy. Though this version would not allow any real partnership between the EU and Russia in the sense of a basic consensus an the values and principles to be applied in shaping state and society, it would make wide-ranging pragmatic and calculable co-operation possible. In fact, a trend is becoming visible among wide sections of the Russian elites towards cultivating particularly close relations with EU Europe and giving t he European direction priority over all other 'strategic partnerships'. The present study investigates the latest trends in Moscow and the motives for these trends in the fields of politics, security and economy. It draws upon cardinal Russian documents such as Russia's 'medium-term strategy' towards the EU, high-ranking politicians' descriptions of their political positions, and pertinent recent books and media publications from Moscow.'
