In diesem Beitrag wird das Phänomen der militärischen Konversion hinsichtlich seines
Ausmaßes und seiner Wirkung auf Raumstrukturen und die Entwicklung von Regionen,
Städten und Gemeinden hin explorativ untersucht. Im Ergebnis wird – für den Freistaat
Bayern – aus quantitativer Sicht kein raumstrukturelles Ungleichgewicht in der
Konversionsbelastung festgestellt. Eine verstärkte Konversionsbetroffenheit peripherer
und sehr peripherer Räume ist im quantitativen Gesamtvergleich zu anderen
Raumstrukturtypen seit 2001 nicht mehr gegeben. Allerdings ist in sehr peripheren
Räumen eine verhältnismäßig starke räumliche Umverteilung von Standorten der
Bundeswehr zu be-obachten und damit in qualitativer Hinsicht durchaus eine hohe
Betroffenheit dieser Strukturräume zu konstatieren.
Im Hinblick auf die Frage nach den Erfolgsfaktoren von Konversionsprozessen wird
aufgezeigt, dass die Ausgangslage einer Kommune für die Fähigkeit der
Konversionsbewältigung einen wesentlichen Faktor darstellt. Bei vergleichbarem
Umfang des Dienstpostenabbaus werden die negativen Folgewirkungen – in erster Linie
hervorgerufen durch Bevölkerungs- und Kaufkraftverluste – mit abnehmender Größe
einer konversionsbetroffenen Kommune deutlich spürbar. Gleichzeitig steigt mit der
Wirtschaftsdynamik der Kommune bzw. Region auch deren Konversionskapabilität. Es
besteht die Tendenz, dass bestehende Entwicklungstrends – negativ oder positiv – durch
Konversionsbetroffenheit verstärkt werden.
Die Konversion militärischer Liegenschaften stellt im Zusammenhang mit der
Zielvorgabe der Wiedernutzung von brachfallenden Flächen zur Reduzierung der
Flächenneuinanspruchnahme für Siedlungszwecke für die planerische Praxis auf lokaler
und regionaler Ebene meist eine neue, umfängliche und komplexe Aufgabe dar. Die

eine intensive Beteiligung und Kommunikation von Akteuren unterschiedlicher

This paper explores a phenomenon known in Germany as “conversion”, i.e. the
redevelopment of former military sites. It considers both the magnitude of the challenge of conversion as well as its effects on spatial structures and the development of regions,
cities and municipalities. As far as Bavaria is concerned, there is overall no evidence of
a quantitative imbalance in terms of spatial structure regarding the strain posed by
conversion. Since 2001, peripheral and extremely peripheral areas can no longer be
regarded as being particularly affected by conversion, in quantitative terms, compared
to other spatial-structure types. However, extremely peripheral areas have been
affected to a relatively high degree by the geographical reorganisation of military
(Bundeswehr) bases; consequently, seen as spatial-structure types, these areas have
suffered considerably in qualitative terms.
With regard to the success factors which apply to conversion processes, the author
stresses the importance to be attached to the initial conditions which exist in the
municipality concerned as a key factor for the ability of the municipality to cope with
the process of conversion. Given comparable levels of reduction of military personnel,
the negative impacts – attributable mainly to falls in population and spending power –
are all the more noticeable the smaller the municipality affected by conversion. Equally,
the more dynamic the economy of a municipality or region has become, the more easily
it is able to cope with conversion. There is a tendency for existing development trends –
be they negative or positive – to be reinforced when the region is affected by
conversion.
In the context of the goal of regenerating disused land as a means of reducing the
amount of virgin land being lost to settlement development, the conversion of military
sites in most cases represents a new, wide-ranging and complex task for planning
practice at the local and regional levels. The challenge is to come up with a sustainable
approach to the task of converting military sites; this calls for intensive participation
and communication among actors at all tiers of planning.... view less
